Norman at the central control complex
The central control complex or central control system was a type of simply relay center used by the android Norman to control and direct the 207,809 androids present on the planet while Harcourt Fenton Mudd was living there in 2268.
Described by Spock to be "most unusual", it established what was essentially a 'collective consciousness' between the androids, which was all coordinated through Norman. (TOS: "I, Mudd")
