Bashorat Harral was an Orion activist who lived in the 32nd century.
Harral believed that Orions had a particular responsibility to speak out against the immoral actions of the Emerald Chain, and he drafted the Emancipation Bill to free the slaves of the Chain. Though he died a political prisoner, his Emancipation Bill would eventually be included in the armistice the Chain offered the Federation. His son would be among the newly reopened Starfleet Academy's inaugural group of cadets in 3190. (DIS: "All Is Possible")
