Andy Billups was a hypothetical mirror universe version of Andy Billups in Mirror Universe Encounter, one of the training drill holoprograms presented to the crew of the USS Cerritos in 2381. In the program, he served aboard the ISS Cerritos, where he enjoyed being horny and torturing people. (LD: "I, Excretus")
The mirror hologram of Billups was voiced by Paul Scheer.
