    Hong Kong implements the “patent box” tax incentive with effect from 5 July to provide tax concessions for qualifying profits sourced in Hong Kong and derived from eligible Intellectual Properties (IPs) created through Research and Development (R&D) activities. Taxpayers can apply for the “patent box” tax incentive starting from the year of assessment 2023/24. It mainly covers the following five key areas: (𝟭) eligible IPs covered are patents, copyrighted software and new plant variety rights (𝟮) eligible IPs can be registered in different places around the world and their related profits sourced in Hong Kong can benefit from the "patent box" tax incentive (𝟯) the concessionary tax rate is set at 5 per cent, which is substantially lower than the existing normal profits tax rate in Hong Kong (i.e. 16.5 per cent) (𝟰) eligible IPs must be developed by taxpayers themselves. If the R&D process involves acquisition of other IPs, or outsourcing part of the R&D activities, the amount of profits eligible for the concessionary tax rate may be reduced proportionally (𝟱) enterprises need to obtain local registration for their inventions or new plant varieties in order to enjoy the "patent box" tax incentive.     𝗘𝘅𝘁𝗲𝗻𝘀𝗶𝗼𝗻 𝗼𝗳 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗟𝗲𝗮𝘀𝗲𝘀 𝗢𝗿𝗱𝗶𝗻𝗮𝗻𝗰𝗲 𝗵𝗮𝘀 𝗡𝗢𝗪 𝗰𝗼𝗺𝗲 𝗶𝗻𝘁𝗼 𝗳𝗼𝗿𝗰𝗲. 𝗟𝗲𝗮𝘀𝗲 𝗘𝘅𝘁𝗲𝗻𝘀𝗶𝗼𝗻 𝗵𝗮𝘀 𝗻𝗲𝘃𝗲𝗿 𝗯𝗲𝗲𝗻 𝗘𝗮𝘀𝗶𝗲𝗿! The Extension of Government Leases Ordinance has come into operation since 5 July 2024. The Ordinance establishes a new statutory mechanism for lease extension. The Lands Department will publish Extension Notices in the Government Gazette regularly to declare whether the leases expiring in a specified expiry period will be extended. By this, the owners will not have to execute legal documents involving cumbersome procedures and costs, and hence the manner of lease extension has become easier. The Ordinance manifests the solid safeguards to Hong Kong under the steadfast and successful implementation of “one country, two systems”, and creates more favourable conditions for Hong Kong to pursue economic growth. The Ordinance applies to general purpose leases expiring on or after 5 July 2024 without a right of renewal. These are leases for general commercial, residential or industrial uses.     In May, Director-General of Investment Promotion, Ms Alpha Lau shared insights at the Economist Intelligence Corporate Network event in #Dubai: Centres of Excellence – Finding Opportunities between the Leading Business Hubs of the #MiddleEast and #EastAsia. Alpha emphasised #HongKong’s pivotal role as a #hub to #Asia and #MainlandChina, underlining this unique position under the “One Country, Two Systems” policy. Key takeaways: • Emerging markets in Asia and Africa will drive growth over the next few years, presenting opportunities for business hub cities as gateways to regional markets. • Cities like Hong Kong, Dubai and Singapore earn hub city status for having good infrastructure, transportation, communication networks and utilities. • The success of hub cities relies on liveability and a business environment with supportive legal and regulatory systems and genuine market opportunities. • Competitive business environments must foster confidence to attract both business and premier talent. • Business hub cities that strive to attract and retain talent must also appeal to family units, with quality education, healthcare and social infrastructure. • Freedom of expression, culture and community are key liveability metrics for many prospective expats. • Open channels of communication between government and private sector stakeholders are critical to the success of hub cities.     The central government will raise the duty-free allowance for luggage articles brought into the Mainland by Mainland visitors travelling from Hong Kong from the current level of RMB5,000 to RMB12,000 starting from 1 July. The new measure will be applicable to six land ports, including Lo Wu, Futian (Lok Ma Chau Spur Line), Shenzhen Bay, West Kowloon Station (for the Guangzhou-Shenzhen-Hong Kong Express Rail Link, and the Hong Kong-Zhuhai-Macao Bridge. It will be implemented at all ports from 1 August. This will enhance the shopping experiences of Mainland visitors to Hong Kong, while stimulating the city’s retail atmosphere and adding greater vibrancy to the local economy.
