:any-link privacy: selector does not match <link> elements is in the BCD. If it's important enough for a BCD call out, it should probably be explained (and Safari does not support this feature, so it definitely should be explained)

This was added in mdn/browser-compat-data#9488, but whatwg/html#4831 doesn't mention anything about "privacy". I think this is purely a simplification based on what people expect to happen and isn't actually a privacy concern any more severe than :link itself is.
