Which model Mac do you have?

What happened before it stopped booting?

Can you boot into your recovery system, and try a reinstall of macOS?

It was constantly being powered off and on

My first suspicion is a corrupted drive. Is that an SSD or HDD? At any rate I'd be looking for newer equipment.

What did you do to get it to finish booting?
You say that the wifi does work (?) Can you load web pages in your browser (Safari?)
Click on that Wifi menu, while holding the Option key. Your will see more details about the Wifi connection.

What version of Catalina are you running? (Go to the Apple menu/About This Mac)

The Wi-Fi sometimes works I have to turn it off and on though if it doesn’t work

I recommend that you try reinstalling your Catalina system.
If you can't boot to your recovery system to reinstall Catalina, you could boot to a USB bootable installer for that.

Do you need help with that?
