Can you login on a browser to track AirTags, rather than using the app?

I’m wondering if haven’t got iPhone for the Find My app, can login on a friends Android to iCloud.com and view?

If not is there anyway to track on Android, or are they specific to Fond My app? I’ve read about some sharing coming between Apple and Android, but not sure what this allows.

No, you cannot track your AirTags in a browser; they do not show up when logging into iCloud.com. You have to use the Find My app on an Apple Device to track your AirTags. You'll also need an iPhone or iPad to pair them to your Apple ID in the first place. If you don't have either of those, AirTags probably aren't the right tracker for you.

As far as Android goes, they can only find/detect AirTags around you to make sure you're not being followed/stalked. You cannot track your own AirTags using Android.
