#InternationalYouthDay Ahead of #InternationalYouthDay we call for more youth sensitive approaches to address conflict and peacebuilding! As of 2021, more than 4M South Sudanese citizens were displaced, either internally or abroad. Over the past four years, over 500,000 refugees and over 1.1 million internally displaced people (IDPs) have returned back to South Sudan. Displacement has affected the lives of generations of South Sudanese; placing additional burdens on youths. They're often separated from their families, their education may have been disrupted and they may have been compelled to take part in fighting. In a recent study in collaboration Research and Evidence Facility (REF), Samuel Hall explored the experiences of displacement, return and reintegration among South Sudanese refugees, returnees and internally displaced persons (IDPs). One of our policy briefs as part of this study highlights the need for a participatory, youth-sensitive conflict analysis. Understanding the challenges that young people face, and their potentially different priorities in life in a post-conflict, post-displacement context, can lead to a better understanding of how they can contribute to recovery efforts in the country. How can this be done? ⬇ Our research calls for adopting a youth-sensitive approach to conflict analysis that enables a more thorough understanding of young people’s situations in South Sudan and host countries. This will help understand how age might interlink with the root causes and drivers of conflict and opportunities for peace and durable solutions. It also underlines primary areas of intervention for humanitarian and development actors to acknowledge when designing and implementing programmes targeted at South Sudanese refugees, IDPs, returnees and host communities ➡ This #InternationalYouthDay we call on humanitarian actors to provide information to young South Sudanese pre-departure on the educational and vocational opportunities available in the country after their return. ➡ We also encourage the involvement of youth in recovery and reconciliation processes aimed at achieving durable solutions, including in rural areas through dialogue with various stakeholders. Read more recommendations in our Policy Brief highlighting Inclusion of youth in conflict analysis for improved programming and policy responses to displacement in South Sudan: https://lnkd.in/de6Sb8GM

🆕New in the library 📚 Alignment Options for Humanitarian Cash with the Ukrainian Social Protection System 💰 Cash aid, especially Multi-Purpose Cash Assistance (MPCA), is vital in Ukraine's humanitarian response. Over 8 million people received MPCA from 50 organizations by June 2023, proving its efficacy for IDPs and conflict-affected individuals. 🌍 Combining conflict and natural disasters, there's a need to align humanitarian cash interventions, like MPCA, with Ukraine's social protection (SP) system. 📑 This paper by CCD Mercy Corps Norwegian Refugee Council People in Need USAID outlines program design options for aligning humanitarian cash assistance with Ukraine's SP system, offering an overview, SP system structure, current cash transfers, and gap analysis with recommendations. 2/2 The MIRPS Fund is one of the mechanisms for the collection and channeling of financial resources through voluntary contributions that will allow the 7 MIRPS countries (Mexico, Belize, Guatemala, El Salvador, Honduras, Costa Rica and Panama) to comply with the commitments acquired in the framework of this process, responding from an approach of shared responsibility to the challenges posed by forced displacement in this region, in order to protect and improve the living conditions of people who have been forced to be displaced and the communities that host them. But also, in light of the challenges that have unfortunately already intensified with the arrival of the COVID-19 pandemic which will require additional investments and efforts to address the needs of refugees, asylum seekers, internally displaced persons and returnees with protection needs in this region. About the MIRPS: The Comprehensive Regional Protection and Solutions Framework (MIRPS) is an innovative mechanism for the implementation of the Global Compact on Refugees to facilitate regional cooperation among countries of origin, transit and destination for greater shared responsibility for prevention, protection and durable solutions in the face of increased forced displacement in Central America and Mexico. The MIRPS Technical Secretariat is comprised of the UN Refugee Agency (UNHCR) and the Organization of American States (OAS), through its Department of Social Inclusion.

Unlocking the Potential of Refugee-Led Organizations (RLOs): 🌍 New insights reveal that only 1.2% of humanitarian funding reaches local and national actors, including RLOs. These organizations play a vital role but face chronic underfunding and a lack of transparency. In 2022, only $26.4 million reached 800 RLOs, a fraction compared to the overall humanitarian system. Why the data gap? Limited tracking, non-reporting by intermediaries, and the absence of a common RLO definition hinder transparency. Imagine the impact if we could bridge this gap! Here's how we can make a change: 1️⃣ Donors, publish your funding data, including RLOs, on platforms like FTS and IATI. 2️⃣ Encourage intermediaries to follow suit and internally track their funding destinations. 3️⃣ Establish a common RLO definition for clear tracking and advocacy. 4️⃣ Global Refugee Forum – a platform to increase funding and visibility for RLOs. 🔗Link to full article: https://hubs.la/Q02h917s0 Transparency is the key to empowering RLOs, fostering inclusivity, and achieving humanitarian goals. Let's join hands for a more equitable and transparent future! 🤝🌐 #RefugeeLedOrganizations #HumanitarianAction #TransparencyMatters #GlobalRefugeeForum

A new independent #evaluation into the response of #IASC Member Organizations and their in-country partners to the #humanitarian crisis in northern #Ethiopia finds that although critical aid was delivered, the collective response to the needs of people in Northern Ethiopia was not adequate. This is an independent assessment of the humanitarian response to the crisis in the three northern regions of Ethiopia between November 2020 and April 2023. It finds that external factors—including an extensive blockade of the Tigray region—greatly impacted operations, with serious implications for both affected people and humanitarian staff. It notes the perseverance of IASC members and partners in delivering critical aid in extremely difficult conditions. However, it also found that humanitarian leadership within Ethiopia was ineffective, and that the response was not sufficiently underpinned by humanitarian principles. 🔺 Emotional factors like a desire to reunify with family and feeling homesick are the most frequently mentioned reasons for returning to Ukraine, especially by those who return to home settlements. These findings along with the reasons for refugees return from the longitudinal study—a survey conducted since March 2022 with the focus on refugees who fled Ukraine due to the full-scale invasion of Russia to Ukraine—were presented by IMPACT Initiatives. Yet push factors like lack of work opportunities, accommodation difficulties are reported in higher proportions amidst those who return to become IDPs, compared to those who return from abroad to their home settlement. This is complemented by the fact that refugees with lower incomes (median household income = 200 Euros) and those who stayed in collective sites or other temporary housing options are more inclined to return. Despite a notable portion of refugees opting to return to Ukraine, the ongoing war makes the returns unsafe. As of early 2024, approximately 6.2 million refugees from Ukraine remain dispersed across various countries worldwide, with the majority seeking protection in Europe. Since March 2022, IMPACT has been committed to understanding the experiences of those who moved abroad in reaction to the escalation of hostilities in Ukraine. Through a monthly longitudinal survey with 5,000 respondents conducted via phone interviews, IMPACT delves into the mobility patterns, integration trajectories, and intentions to return of refugees and returnees. This ongoing study provides insights into how these factors evolve over time. The study is currently funded by USAID and IFRC (with past rounds funded by the Belgian Red Cross, the German Red Cross, and Save the Children), as well as supported by and conducted in partnership with Ukrainian Red Cross Society. #RedCrossUkraine #IMPACT

The Global #RefugeeForum (GRF) is starting this week! At Refugees SEAT we want to ensure that world leaders hear the recommendations of refugees and include them in their decision making. Refugees aren't just passive recipients; they're active agents. See below some of our efforts. ➡ R-SEAT is spotlighting the insights of 11 refugee-led organizations (RLOs) who can't be present at the GRF. Banners are around the city of Geneva including in front of the Palais des Nations. Their recommendations focus on creating equal opportunities for a stronger, more resilient future. Read the recommendations and amplify their messages here: https://lnkd.in/ewbdpQPh ➡R-SEAT along with other RLOs and philanthropic partners have come together to create the R-Space at the Impact Hub in Geneva for refugee leaders and their organizations to connect and collaborate at the GRF. Support the R-Space and check out the full agenda of over 30 events (no GRF registration required): https://lnkd.in/erpAu3nS ➡ Read my article for Friedrich-Ebert-Stiftung (FES) on how meaningful refugee participation at the GRF can shift power imbalances of the global refugee system: https://bit.ly/3RO0B9n
