How can I stop my child from overriding Screen Time limits?

I have downtime set in my daughter’s phone. Within the downtime I have social media apps limited to an hour per day. However she can ignore the limit for the rest of the day. How can I prevent this from happening? What is the point of having limits when they can be overridden?! Apple has not done a great job making this easy.

Using Screen Time?:

If you don't want access to them, then set up Screen Time, and disable access to that data type. If I don't want mommy and daddy to see something, then I disable the app as an allowed app in Screen Time while they are here.
