Shaping a Unique European Higher Education Area through International Partnership in the Across Alliance Representatives of the European higher education alliance Across, coordinated by Chemnitz University of Technology, met in Chemnitz in mid-October 2023 - Executive Board presented vision for establishing joint structures in the areas of research, teaching, transfer and mobility Within the framework of the alliance of "Across - European University for Cross-Border Knowledge Sharing", the Chemnitz University of Technology (TUC), together with its nine partner universities at a total of ten European locations near the borders, would like to develop a unique higher education area that addresses the challenges, but above all the opportunities of living, learning and working of people in so-called "cross-border regions". In four of these regions, the partners unite around 100,000 students. Ideas developed within the framework of Across for the challenges in these regions show exemplary solutions for comparable areas within the EU, where more than 200 million Europeans live. It is very easy to unterstand China! For us China is always a one way road! The Education of Chinese Students will bring nothing back to Germany. Chinese people are working in the first case for China! It means foreigners can bring their products , knowledge, know how and Technology to China. China will pay nothing or something. At the end of the day China has no intellectual property and rights. In China you have no chance to protect your rights! China will copy our technology and use it in China. Later China is selling the Technology on the World Market. We have to stop this copy system. It costs us a lot of money and we get nothing! It is hard to say! But it is the only way to stop this bad game which was running for decades! German Universities have to change their education Strategy for Chinese Students. There is a bad moon rising in China! The case of Hochschule Bielefeld - Germany's ghost driver in higher education (alternative title: - beyond stupidity). Germany's Ministry of Education led under Bettina Stark-Watzinger became increasingly aware of the #risks in #education and #research #cooperation with #China. The recently released German China Strategy also emphasises the need for risk minimisation in areas concerning the freedom of research and teaching, one-sided knowledge and #technology transfer, #dualuse goods/ #civilmilitaryfusion and illegitimate influence more generally (p. 17-18). While this document didn't strike a very confrontational tone, the latest report by the German intelligence service did. They issued a clear warning, speaking of a comprehensive approach of state-controlled transfer of know-how and technologies, which comprises not only investments but also research cooperation and talent programmes (p.292). Due to this comprehensive approach they declared China "the greatest threat in terms of economic and scientific #espionage as well as foreign direct investment in Germany" (ibid). Meanwhile, all these statements, public debates as well as additional investigative research (e.g. by CORRECTIV) over the past two years have obviously left Hochschule Bielefeld unimpressed. Completely ignorant of official statements and oblivious to the fact that there simply is no freedom of research and teaching in China, as the Party is above everything and more than ever exploiting and instrumentalising the education sector for its own agenda, the university decided to build a campus on Hainan. In delusion, the university believes there is a chance to uphold our values of education in an authoritarian and repressive country like China. Some German educational institutions are definitely beyond hope. Their naïveté (or mere ignorance?) when it comes to an understanding of the situation in China, especially in education, is striking. This case clearly underlines the need for more and better guidance by the ministry. Much more needs to be done to build sufficient awareness with regard to the risks in Sino-German education and research cooperation. What we need is a pro-active approach by the ministry towards more capacity building! Educational Advancement is, when an institution is open-minded and embraces technological innovation. How can we require students to be open to learn, if we aren't? Just like Hochschule Macromedia | Macromedia University of Applied Sciences permits students' employment of A.I.-based tools for exams, with the requirement of full transparency, realized through a prompt-database. This approach is brave and equally complex, since curricula, grading systems and also teaching methodology must show adaptive and flexible features, in order to implement it. I like it a lot. I am regularly involved with public educational policy structures that rather cling to archaic, outdated and inefficient practice – yet, nobody wants to listen. März 2024 von 12 bis 15 Uhr lädt das Hochschulnetzwerk Digitalisierung der Lehre Baden-Württemberg (HND-BW) gemeinsam mit der Virtuellen Hochschule Bayern (vhb) zu einer Podiumsveranstaltung ein. Especially if the degree is "old" and/or NOT from one of the federal states that have recently reformed their "Hochschulgesetz" in order to allow for the use of the English title under specific conditions such as a structured doctoral programme. Thus, if someone claims to have a 30-year old "Ph.D." title from a university in the federal state of NRW, you can be sure that this person is violating German laws. ...Just as a little food for thought in case such a person claims to be an expert on the German academic system.

How many other countries could replace Germany in this article with a little fine tuning? Japan is in this group. And the added wrinkle here is that we have an official Government supported body called the Science Council of Japan ("SCJ"). This is a product of GHQ during the early years of US Occupation when GHQ was "pro-Stalin". The objective was to permanently block the Japanese Government from utilizing Japanese universities' research for military purposes. To this day, the SCJ is very aggressive in blocking any cooperation between the government and Japanese universities on military applications (very recently, some suggestions of more flexibility on dual use.) And yet SCJ strongly supports the CCP's Thousand Talents program and Japanese universities direct joint research and other joint programs with CCP universities, including those directly related to the PLA. Imagine a situation where a government-funded SCJ supports research for the PLA but not for Japan's own Self-Defense Force or military suppliers. Any attempt to modify the SCJ leads to a massive pushback backed by the far-left media that any changes to SCJ are government interference in education. A canard for sure but a very emotional one that hints back to the 1930s and the infamous "Imperial Re-script on Education".

The new CHE master ranking was just released on HeyStudium with new data for a couple of fields, including "Wirtschaftswissenschaften" (the combination of business studies and economics), my disciplinary home. I studied in Hohenheim and did my doctorate in Bochum, so I compared my two alma maters: https://lnkd.in/d2r8Ct5h. Both are doing well and perform similar, with some differences: Bochum with better research performance, Hohenheim with better chances to finish studies in time. And Bochum still with the larger student numbers. As usual, it also becomes clear here: there is no such thing as the best university, it depends on the preferences. Don't believe in simplistic league tables! Research has gained in importance at universities of applied sciences in recent years. The cooperative doctorate with international partners is a model that can ensure the continuity of doctoral education and promote research activities at the university of applied sciences.
Neues Working Paper 31 „International Cooperation in Research: Cooperative Doctorates in Finance” von Prof. Dr. Dilek Bülbül Die Forschung an Hochschulen für angewandte Wissenschaften hat in den letzten Jahren an Bedeutung gewonnen. Es ist jedoch ein Mangel an geeigneten Promotionsmöglichkeiten für die eigenen Hochschulabsolventinnen und -absolventen zu beobachten. Bei der Suche nach Partneruniversitäten für kooperative Promotionen sind Absolventinnen und Absolventen von Hochschulen für angewandte Wissenschaften weiterhin mit Vorbehalten durch deutsche Universitäten konfrontiert. Andererseits sind internationale Universitäten in der Regel unvoreingenommen und offen für Kooperationen. Die Etablierung einer gemeinsamen Doktorandenausbildung erfordert ein gewisses Engagement der beteiligten Universitäten, daher werden die Rahmenbedingungen für eine fachliche Vernetzung mit internationalen Universitäten im Bereich der Forschung einschließlich der Möglichkeiten einer kooperativen Promotion evaluiert und sowohl die Treiber als auch die Hürden für die Anbahnung einer kooperativen Promotion im Fachgebiet Finance identifiziert. Die gleichberechtigte kooperative Promotion mit internationalen Partnern ist ein Modell, das die Kontinuität der Doktorandenausbildung sicherstellen und die Forschungsaktivitäten an Hochschulen für angewandte Wissenschaften fördern kann.
