Health Economics Manager

Position: Global (Senior) HEOR Manager

My client, a global pharmaceutical company, are seeking a HEOR Manager / Senior Manager to join their Global operations in Germany. They are looking for someone to develop, lead and execute HEOR strategies, collaborating with colleagues at a European and global level to help shape value propositions for products within the pipeline.

Tasks & Responsibilities:

• Create and implement global health economic and outcomes research (HEOR) strategies.
• Develop value propositions and demonstrate the medical and economic value of assigned products to payers.
• Work closely with cross-functional value and evidence teams.
• Ensure payer, customer group, and market access stakeholder needs are incorporated into indication and asset strategies, as well as evidence generation plans.
• Efficiently produce key HEOR deliverables, including value dossiers, economic models, literature reviews, retrospective database analyses, indirect comparisons, and real-world evidence data.
• Lead the development of patient-reported outcome (PRO) measurement strategies.
• Analyse and distribute PRO data to support regulatory approval and patient access decisions.
• Gain a deep understanding of disease and treatment paradigms through research and patient insights.
• Drive the publication of HEOR research and support publication plans across functions.
• Build and maintain partnerships with clinical centres, payers, academic research institutions, contract research organizations, and other HEOR thought leaders.
• Assist in the implementation of strategies in key markets, aligning with overall corporate goals, regional market access, and operational units.

Additional Responsibilities for Senior Manager:

• Establish long-term global strategies for product development across different indications.
• Collaborate closely with global marketing and medical teams to enhance patient access.
• Formulate long-term strategies for publication that align with global market trends.

Requirements:

• A degree in a scientific discipline; a postgraduate degree (Masters/MD/PhD) in health economics or a closely related field is advantageous.
• Hands-on experience in the pharmaceutical sector, academia, or consultancy.
• Demonstrated success in formulating and executing HEOR strategies.
• Proficiency in influencing strategic decisions for clinical development programs to optimize market access.
• Comprehensive understanding of study designs and evidence for payers.
• Familiarity with global healthcare systems and reimbursement, with a focus on HTA countries; knowledge of major markets (EU5, US, Japan) is beneficial.
• Knowledge of health economics and outcomes research principles applied to pharmaceutical market access.
• Strong analytical skills in patient-reported outcomes (experience in oncology preferred).
• Leadership in grasping customer needs and crafting tailored, effective communication tools.
• Exceptional communication and interpersonal abilities for effective teamwork across diverse teams and international settings; capable of leading multidisciplinary projects.
• Proficient in English, both spoken and written.

Additional Requirements for Senior Role:

• Extensive background in the pharmaceutical sector within health economics, pricing & reimbursement, consulting, or payer organizations.
• Proven history of generating, demonstrating, and effectively communicating value.
• Extensive expertise in conducting health economics and outcomes research across various specialized fields (e.g., patient-reported outcomes, health economic modelling, real-world data generation).
