For decades, the German innovation machine has purred along like one of its famous auto engines. Look up major IP and innovation stats and Germany performs well: 1st in mechanical engineering patents, a top 5 origin of patents, trademarks and designs, 8th in WIPO’s GII, 9th in R&D expenditure. Yet the innovation landscape is extremely dynamic and fast-changing. In a world where the line between hardware and software is blurring, and where a car is increasingly a sophisticated computer within a chassis, what should Germany do to remain an innovation powerhouse? This was a strong theme in various discussions I had with German political leaders and senior officials, including Dr. Marco Buschmann, Federal Minister of Justice and Mario Brandenburg, Parliamentary State Secretary at the Ministry of Education and Research. From these and other meetings I could see that Germany is pushing energetically to be strong in both industrial and digital innovation, including setting up an agency for disruptive innovation (SPRIND), strengthening ties between research and industry, supporting startups and updating legal frameworks. I also spoke at an AI and copyright conference opened by Minister Buschmann. My message was that creators have always used technology to find new ways to express themselves, so we should view gen-AI as an opportunity to enhance. However, we must not inadvertently allow AI to undermine the key principle that the copyright system is here to support creators and the act of creative expression – an act which is so fundamental to who we are as humans. (I think this resonated with Min Buschmann, being a musician himself, check him out on SoundCloud). Germany has also been a strong partner for WIPO and more generally, a steadfast supporter of multilateralism, so it was good to echo these themes in my meeting with the State Secretary at the Federal Foreign Office, Susanne Baumann, where I also spoke about the need for IP to address common, global challenges like climate change – an area where Germany has real strength. And we also reconnected with our longstanding friends at the German Patent and Trade Mark Office (DPMA) , including President Eva Schewior, agreeing to deepen our partnership in various areas, including the use of digital tools and collaborating on a study to help German SMEs use IP more effectively. I think Germany’s restlessness in this area shows how innovation ecosystems – even the successful ones – really demand constant reinvention. I saw this in person when we met with German start-up xolo , which is in cutting edge volumetric 3-D printing. The founder, Dirk Radzinski, is a lawyer by education but a serial entrepreneur by profession. Xolo is his fifth venture and he has a great understanding of IP business strategy. Dirk represents the new face of German innovation, and with more people like him in Germany, I think this traditional engine of innovation will continue to purr.

Is this the first, true 3D Printing technology? It was quite amazing, seeing the xolo machine in action at NADDCON GmbH in Lichtenfels yesterday. Although the prints are tiny, the build time of just a few seconds coupled with high viscosity resin and resolution will certainly lead to great new applications in the medical and optical field.
