gcc/
	* config/arm/arm-protos.h (arm_modes_tieable_p): Declare.
	* config/arm/arm.h (MODES_TIEABLE_P): Use it.
	* config/arm/arm.c (arm_modes_tieable_p): New function.  Allow
	NEON vector and structure modes to be tied.
