Move the Windows Cygwin x86-32 binutils assembler into deps/third_party

The Mingw x86-64 assembler is already in deps/third_party and is only
checked out on Windows.  I want to put the 32-bit assembler in the
same place.

We have to copy the files as a first step until native_client/DEPS is
updated.
