[V8] Change waterfall bot to skia rolls This changes the code-review query to fetch roll data matching the Skia auto roller. The options are changed to now include the full commit message in the output data. Full query [1]. The V8 version is now extracted from the message, where it appears as the first item of the log (also in patched rolls). Example roll: [2].
