Revert "Reland "add opentelemetry tracing to emerge""
This reverts commit 93fdf5c22b3a1eb14bb64687d07f9ce6db58599e.
Reason for revert: regression testing with cl-perf. Monitoring for build
speed shows a regression starting around 7/18, so this is an effort to
test whether the build speed could be attributed to OpenTelemetry
behavior in Portage.
