novatek-tcon-fw-update-tool: Move source code license into a LICENSE file.
This makes the license and copyright assignment available to the Chromium OS
build system.
The license text is from the license comment block which was in each of the
vendor-provided source code files. The license text was the same across all
of them.
This leaves in place a comment block at the top of each file with the
copyright assignment, and a short blurb explaining that the full license is
in the LICENSE file.

TEST=When combined with CL:1949571, build_packages for the new package
now succeeds. Previously it would fail due to not finding the license.
