add iwlwifi_dump_processor helper program

This takes a dump file from the command line, parses it, strips the
files we don't want, and then concatenates it all to a file that debugd
can pick up later.

BUG=b:65121142
TEST=deploy, then in a shell:
  # echo 1 > /sys/kernel/debug/iwlwifi/0000\:02\:00.0/iwlmvm/fw_dbg_collect
  with the new fwdump script installed, and check /var/log/messages and
  /var/log/last_iwlwifi_dump
