volteer: Enable options to support charging from USB-C
The TCPC is used to detect VBUS, so update that option. Also enable
USB_DRP_ACC_TRYSRC since that is used with the TCPMV2 stack.

TEST=build on volteer
With other CLs, connect a USB-C 30W charger to left port and it
charges at full rate
