libnewblue: Handle Connection Parameters from Upper Layer

While dequeue the create connection request at L2CAP layer, also pass
down the connection parameters into the HCI layer. And later utilize
the values to create connection.

BUG=b:141929301
TEST=build, unit test, and manual test

Pairing and connecting performed on Nami DUT with btmon monitoring.
Test connection parameters observe from HCI commands.
