Add NOLINT to ignore 'readability/streams' warnings reported by cpplint.
mist uses std::ostream and operator<< for logging USB descriptors, and
thus requires the use of NOLINT tags to ignore the 'readability/streams'
warnings reported by cpplint.

TEST=Tested the following:
1. Build and run unit tests.
2. Verify that mist successfully switches supported dongles from the
mass storage mode to the modem mode.
3. `cpplint.py --filter=-build/header_guard,-build/include_order *.h *.cc`
