fw-zephyr: Add pull-up resistor when system present polarity is low
A pull-up resistor is necessary when system present polarity is low to ensure that the floating signal would not be interpretted by the firmware as low and output would be enabled unintentionally

TEST=Verify that the the pull-up resistor configuration is working for low polarity
