cros_ubuntu: Fix symlink for hostapd_cli Switch the directionality of the symlink so that /usr/bin/hostapd_cli points to /usr/local/bin/hostapd_cli instead of the other way round. BUG=b:349412794 TEST=tast run $DUT wifi.BSSTMRequest passes after re-running the hostap bundle.
