portage: sdk: Uprev bootstrap SDK to 2024.04.01.020054
New SDK tarballs should include dev-lang/python-3.8.16_p4-r6, which
has patches to ensure pyc reproducibility. Upreving will allow us to
have a reproducible stage1 (at least for Python).
