[Instrumented libraries] No-op tarball rebuild In the first CQ run on [1], there was a bug in //build/symlink.py that truncated the source of symlink files to 0 size. This caused ld-linux on 2 bots to be broken. Subsequent runs (I tried 9 run) all failed even after the symlink.py bug was fixed because the broken file remained on the bots. This CL redundantly rebuilds the tarballs to fix those bots so I can run the CQ to roll instrumented_libs.
