[Instrumented libraries] Symlink libcurl.so
This issue was exposed by the last instrumented libraries rebuild.
During development, I noticed libcurl.so was missing, so I manually
symlinked it and forgot about it. But upon clean-building the
instrumented libraries, the symlink became missing. This CL symlinks
libcurl.so as part of the package build.
