[fuzztest] Enable overriding protobuf location
V8 has protobuf in a different location than Chrome until M129. We
use a variable in build_overrides to deviate from the default in V8.
This change enables using protobuf from a variable location in
FuzzTest to fix rolling FuzzTest in V8, e.g. in:
