[CrOS Bluetooth] Add timeout, BT disabled, and not found error codes
Add ERROR_NON_AUTH_TIMEOUT error case to
BluetoothDevice::ConnectErrorCode and kNotFound and kBluetoothDisabled
to ConnectionFailureReason
