[ssci] Add Shipped field and update NOT_SHIPPED uses
This CL adds the Shipped field to README files. See the LSC
doc at go/lsc-chrome-metadata. Any uses of NOT_SHIPPED are also removed.
These files were originally missed in the main LSC effort due to:
* NOT_SHIPPED was in the Description field (harmless but updated anyway)
* Casing of field was off ("License file" instead of "License File")
* //third_party/node/README.chromium has multiple packages' metadata, so only the first package's metadata had been updated in the initial effort
* not a README.chromium file (README_GardinerMod.txt)
