Add device_second_factor_authentication to device policy proto

The |device_second_factor_authentication| policy controls how the
machine secure element hardware can be used to provide a second-factor
authentication in addition to the TPM functionality (if the hardware and
firmware supports the former).
The setting will be used by the U2F daemon providing the U2FHID
emulation.
