Reland: run large compiles on the default worker
The default worker pools have migrated from custom to standard machine type, which has more memory.
This is a reland of https://crrev.com/c/5686757.
The previous attempt causes an incident because leaving {cc, cxx}/b289968566/exit-137 Siso rules with an empty `action_outs`
make all compiles run on "large" worker pools unexpectedly.
Instead, this CL removes the b289968566 rules entirely.
It will still be able to revise the rule if necessary.
