Dec 20, 2014 at 18:39 | comment | added | rbp | Those are separation SERVICES, which is a shared responsibility between ATC and the pilot; the pilot is still response to see and avoid. Under IMC, ATC is fully responsible. | |

Of course you are still responsible to look out the window, but in Class D you DON'T GET ANY traffic separation service, just information (hence the wording "completely responsible" .
