You will bring a broad understanding of the factors influencing the vulnerability of people with disability, carers and seniors, and how community services can improve outcomes. You will also be committed to achieving service access equity for all individuals, regardless of their geographic location, socioeconomic status, background, gender, or other characteristics.

You will be an experienced leader, capable of engaging and providing high-level advice to departmental senior executives, government and non-government CEOs and Ministers, on a range of community services issues. You will have a record of success in program design and delivery and/or investment and commissioning roles and expertise in responding to complex systemic and individual issues within service systems.

  • Provide high level leadership and coordination to oversee the design, integration and delivery of a range of community services programs to support people with disability, seniors and carers, including peak and advocacy services, elder abuse and social isolation prevention, initiatives that enhance the assessment of service need and build service capacity and capability.
  • Ensure the design of services is tailored to the needs of the intended beneficiaries, through championing a focus on service access equity and committing to co-design.
  • Identify and initiate innovative service responses to bespoke and time-limited programs to address new or emerging issues.
  • Lead the analysis of service need and champion the co-design of new programs. Also lead the evaluation and review of programs to determine effect and any required change management necessary to adjust programs.
  • Maintain positive and productive relationships with stakeholders, including other government agencies, advocacy groups, industry peak bodies, and non-government service providers.
  • Ensure value for money is achieved through exploring ways to leverage existing services in the design phase, the ongoing analysis of service supply and demand, regular performance reporting on programs of investment, and monitoring the return of unspent funds.
  • Generate system level reports to provide insights into service supply, demand and outcomes, and to provide an evidence base in developing funding proposals and business cases.
  • Lead and oversee robust and significant procurement of services and awarding of grant monies.
  • Lead externally facing funding administration functions (worth over $25M), including by maintaining guidelines for funding administration, monitoring performance and viability of service providers and conducting investigations and audits of alleged breaches of service agreements.
  • Provide leadership through active contribution to the department's strategic and operational planning, including readiness for action under Path to Treaty.
  • Represent the department in State and national forums about the rights, interests, wellbeing and service needs of carers, people with disability and seniors.
  • Contribute to building and maintaining the culture of the work area to support the vision and values of the department in the drive to achieve agency objectives.
  • Plan, organise and manage the unit's responsibilities, including fostering a professional environment to encourage commitment, ethical behaviour, staff wellbeing, skills development, professional growth and continuous improvement.
