Yearning for a “Manmohan” for Pakistan Like a parched desert in search of rainfall, the country cries out for a leader with the foresight and determination of Dr. Manmohan Singh. In hindsight, Dr. Singh's unwavering commitment to structural reforms and modernization, combined with his deep understanding of the complexities of the global economy, make him the ideal to be emulated by Pakistan. Dr. Manmohan Singh, who served as the Prime Minister of India from 2004 to 2014, played a seminal role in transforming India's economic outlook in the 1990s. During his tenure, he introduced a series of economic reforms aimed at liberalizing the Indian economy, which had a profound impact on growth, investment, and employment. Dr. Singh's reforms led to a significant acceleration in economic growth. Between 1990 and 2014, India's real Gross Domestic Product (GDP) grew at an average annual rate of 7.5%, compared to an average annual rate of 5.0% in the preceding three decades (1960-1990) (World Bank, 2016). This growth was accompanied by a significant improvement in investment, as measured by Gross Fixed Capital Formation (GFCF). Between 1990 and 2014, GFCF in India grew at an average annual rate of 9.7%, compared to an average annual rate of 7.6% in the preceding three decades (1960-1990) (World Bank, 2016). To emulate the economic policies of Dr. Manmohan Singh in Pakistan, a comprehensive approach that tackles the structural challenges faced by the country's economy is necessary. The agricultural sector, for instance, holds a vital position in the Pakistani economy, contributing about 21% to the Gross Domestic Product (GDP) (World Bank, 2021). Thus, reforms aimed at increasing the sector's efficiency and competitiveness must be considered. Fostering competition in key sectors such as manufacturing, services, and finance is another critical aspect of emulating Dr. Singh's policies in Pakistan. By reducing barriers to entry, streamlining regulatory procedures, and improving the ease of doing business, Pakistan can attract foreign investment, spur innovation, and increase the competitiveness of its domestic firms. Investing in physical infrastructure, including transportation and communication systems, is also vital. The stock of physical capital in Pakistan, estimated at 22.3% of GDP (World Bank, 2021), is lower compared to the average in lower middle-income countries, which stands at 29.1%. The stock of foreign direct investment in Pakistan, estimated at 3.2% of GDP (World Bank, 2021), is lower compared to the average in lower middle-income countries, which stands at 4.2%. Encouraging foreign direct investment by providing incentives such as tax holidays and streamlined regulatory procedures is also crucial. These reforms, if implemented effectively, hold the potential to transform the Pakistani economy, leading to higher levels of growth, investment, and employment.

Ta’deeb: The Peak of Adab At the highest level of adab, one transcends the limitations of self-refinement and enters the realm of ta’deeb, where refinement is bestowed by the Divine. This level signifies a complete surrender to Allah's will, recognizing that true refinement comes not from personal effort but from Allah's transformative grace. It is a state of profound humility where one no longer attributes their good character or actions to themselves but sees them as gifts from Allah. To reach this pinnacle, one must first master the lower levels of adab. This begins with understanding the boundaries of appropriate behavior, avoiding both extremes of excess and negligence. The journey then progresses through stages of refining one's fear, hope, and joy, ultimately culminating in the recognition and embodiment of adab's true essence. Only then can one experience the liberation of ta’deeb, shedding the weight of self-attribution and achieving a state of pure, Divinely-ordained refinement.

The National Economic Transformation Unit (NETU), a yet another forum has been established with an aim to drive economic reform and development by transforming the Ministry of Planning and Development into a think tank. With a focus on implementing the five Es of Vision 2025, starting with exports, NETU's priority is to boost exports, stimulate growth, create jobs, and enhance digital transformation for efficiency and competitiveness. An essential step would be for NETU to assess the alignment of the recently announced budget with Vision 2025. The proposed increase in the tax rate on exports from a fixed 1% to a range of 30-40% raises questions about its impact on export growth. Additionally, addressing the energy sector challenges, a key component of Vision 2025, remains a critical task without a clear roadmap. Given the current economic challenges, a comprehensive situation analysis by NETU is crucial to understand the root causes of the economic stagnancy and identify necessary interventions to reverse the negative trends. By-elections 2024: Candidates, constituencies and schedule By-elections will be held on 21 national and provincial seats across Pakistan on April 21 (tomorrow). As per the schedule issued by ECP, the polling will take place on April 21 and campaign activities came to an end midnight on April 19. Elections were originally scheduled for 23 constituencies. However, the results of two of those seats, one provincial and one national, have already been announced. Aseefa Bhutto Zardari was elected unopposed from NA-207 Shaheed Benazirabad, while Zubair Ahmad Junejo has been elected from PS-80 Dadu. However, elections are set to be held on NA-8 Bajaur, where independent candidate Rehan Zeb was shot down a few days before elections. His brother Mubabark Zeb is vying for the seat as an independent candidate. Elections are also being held on NA-44 Dera Ismail Khan-I which wa vacated by Ali Amin Gandapur, NA-119 Lahore-III which was vacated by Maryam Nawaz, NA-132 Kasur-II which was vacated by Shehbaz Sharif and NA-196 Kamber Shadadkot-I which was vacated by Bilawal Bhutto-Zardari. In all, 50 candidates will be contesting the by-elections for the National Assembly’s five seats. Punjab In Punjab, 174 candidates are contesting in 12 provincial constituencies where the number of voters is 4,044,552 and 2,601 polling stations have been set up. In Lahore, the by-elections will be held one National Assembly and four provincial assembly constituencies, with polling from 8 am to 5 pm. For NA-119, Ali Pervaiz Malik of the PML-N and Shahzad Farooq of Sunni Ittehad Council are prominent among nine other candidates. In PP-147, 11 candidates including Malik Riaz and Muhammad Khan Madni are contesting on the said seat. Moreover, in PP-149, the candidates of Istehkam-e-Pakistan Party (IPP) like Muhammad Shoaib Siddiqui and Qaiser Shahzad 14 candidates are the prominent ones. From PP-158, 22 candidates including PML-N candidate Chaudhry Nawaz and Sunni Ittehad Council’s nominee Chaudhary Moonis Elahi are contesting. In PP-164, PML- N leader Rashid Minhas and Sunni Ittehad Council’s Muhammad Yousaf are among 20 other candidates. Khyber Pakhtunkhwa In Khyber Pakhtunkhwa, the ECP said that there are 1,471,000 voters in 2 provincial constituencies, with 49 candidates in the field and 892 polling stations, 139 of which are sensitive. Sindh In Sindh, it said that there are 2 candidates in NA-196, where 4,237,781 voters will cast their votes, and 303 polling stations have been established, with 158 being sensitive. Balochistan The electoral body said that there will be by-elections in two provincial constituencies of Balochistan including BP- 20 and BP- 22 where 396,246 voters will cast their votes while 354 polling stations have been set up. On Sunday, temperatures soared to unprecedented levels in certain districts of Sindh and southern Punjab, with readings reaching as high as 50 degrees Celsius (122 Fahrenheit). The scorching heatwave gripped Dadu, Qambar Shahdadkot, and Jacobabad districts in Sindh, as well as Rojhan and Rajanpur in southern Punjab, where residents endured extreme temperatures. In addition to these districts, other areas also experienced intense heat, with temperatures hitting 49 degrees Celsius in Sindh’s Nawabshah, Sukkur, Shikarpur, Ghotki, and Kashmore districts, as well as in Punjab’s Rahim Yar Khan. The cities of Faisalabad and Lahore recorded temperatures of 45 and 44 degrees Celsius, respectively. Most districts in Sindh are currently experiencing exceptionally hot weather conditions, while coastal areas of the province remain hot and humid. Raja Jawad selected a more crucial topic of mental illness which is neither understood nor addressed properly in our society. Mental Health is even more important than physical health while it is equally treatable with good counselling, healthy habits (like morning walk, daily excercise, reading books inculcating positive thoughts and approaches and recitation of Holy Quran) and slight medication as a support. The role of family & friends is very important in providing moral support and discussing positive aspects of life. Our mind is the driver of our body and all passions and energy is generated by it. Healthy body has a healthy mind and adopting healthy habits is our own choice.

What a novel and well timed theme. Fear paralyses societies and their economies as we have often seen it in the form of tribal clashes in many parts of the country that forces rival groups to abandon their homes and farms or else live like prisoners thereby adding to sufferings of rivals and much higher negative externalities to their extended clans as well. At microeconomic level human insecurity lowers consumer spending and investment, raises poverty and income inequality while at macro level it causes economic stagnation, political instability, inflation, unemployment, lost tax revenue, brain drain, and increased security expenses. As short term survival takes precedence, long-term goals take back seat causing lower productivity, high indebtedness hindering economic growth. Hence itis rightly pointed out that addressing human insecurity is crucial for promoting economic development, prosperity, and stability.
