Win + R in itself doesn't open the registry editor

TLDR; ... so folks don't have to follow the link:

  1. Open the Registry Editor.: Win + R regedit Enter.

  2. Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Synaptics\SynTPEnh

  3. Add a DWORD entry with Name:UseScrollCursor and value 0
