Jun 21 at 7:22 | comment | added | Emily | Please refer to this article: Customize the ribbon in Office. It says: "You can't change the color of the ribbon, or its icons, but you can change the color scheme that Office uses throughout."
Jun 20 at 19:30 | comment | added | PxB | There is no option selection for "File > Options > General > Personalize your copy of Microsoft Office". Only options for individual programs like Word and Excel and so on. They show 4 choices for Office Theme: Use Sytem Setting, Colourful, Dark Grey and Black. Am I missing something? My eyesight is not as good as it used to be.
Jun 20 at 18:38 | comment | added | Ramhound | This on the other hand suggests the themes that were locked behind an Office 365 are not available to Office 2019. You don't indicate what color you want to change the title bar to, neither Office 2019 nor Office 365, allows you to select the color.

For those that have decades of experience with Office, have every version of Office, but won't have a VM with Office 2019 for at least another 36 hours. Can you edit your question to include a screenshot of File > Options > General which displays the Personalize your copy of Microsoft Office section? This was linked in a now deleted answer, due to the fact it was a link only answer, but seems relevant.

Also, if you think there's a solution (winaerotweaker) it is on you to try that before asking. Demonstrating your own research and efforts to solve the issue you're facing tends to result in a better question overall, and a better reception to your question.

Jun 20 at 17:30 | comment | added | Ramhound | I am happy to read the question and answer. If you link to it. I am not going to try to find a question, when I don't even know, the title of the question in order to identify it. Office 2019 is a specific build of Office 365. so all features of that particular Office 365 build and all documentation for that build, apply to Office 2019.
Jun 20 at 17:28 | comment | added | PxB | I do not use 365. I use Office 2019 installed. I cannot change what I want to change in Office 2019 using the suggestions provided for 365. You can read the 365 question and answer for yourself.
Jun 20 at 17:14 | comment | added | Ramhound | You will have to provide more information with regards to the reason a solution for Office 365 does not work for Office 2019. Office 2019 is a specific build of Office 365. At the very least link to the answer you believe is not applicable
