I am not familiar with Kea at all, but that config file looks like JSON and has comments (# followed by text). JSON does not support comments. Try removing these and see if it works. Edited to add there's also a trailing comma after "id" in "subnet4" that is not correct according to JSON spec– Sam ForbisCommented Jun 17 at 17:05
