Althought this answer contains information critical to understand why the desired refresh-rate isn't shown, it doesn't actually answer the question. It should be expanded to specify that devices in the signal chain (GPU and any adapters) must support the appropriate bandwidth to advertise the additional refresh-rate capability to the OS.
