Nov 4, 2019 at 15:50 comment added Andreas Got it working using another image: FROM mcr.microsoft.com/dotnet/framework/sdk:3.5-20191008-windowsservercore-ltsc2019. The image has .NET 3.5 installed by default. Not really solving how to install it on an image missing it so leaving this workaround as a comment.

I've verified it by omitting the Install-WindowsFeature line from the Dockerfile and then run it manually from within the running docker instance (docker run -it mydocker:latest). Have you tried running the Dockerfile yourself? I'd be mighty surprised if you get a different behavior.
