    You can download .deb using the Windows computer and move them to the Linux computer via some USB key. The question is what is the purpose of a Linux computer at work if you cannot connect it to the work network. Instead of a separate Linux machine, you can use a Linux Virtual Machine, or Windows Subsystem for Linux, or Mingw/Cygwin environments...
