well that answers my question. i'm afraid installing software and updates is going to be challenging with no internet connection...

You can download .deb using the Windows computer and move them to the Linux computer via some USB key. The question is what is the purpose of a Linux computer at work if you cannot connect it to the work network. Instead of a separate Linux machine, you can use a Linux Virtual Machine, or Windows Subsystem for Linux, or Mingw/Cygwin environments...
