  • Even with the service stopped, I get an error trying to delete it. Turns out I had to take ownership first.

  • Correct, that's why I mentioned Registrar Registry Manager. Regular regedit.exe cannot delete this branch due to this ownership issue. Commented Feb 18, 2019 at 13:41
