  • This was what I discovered. Windows Search is disabled by default, in Windows 10.

    This was precisely the issue for me too, on a fresh Windows 10 install. The Windows Search service was disabled. However it wasn't Windows' fault, it was the software "Samsung Magician" that ships with Samsung SSDs. It disables the Windows Search service as part of its optimizations.
