Whip and Winks work to clear Bud and expose the real leader of the outlaw gang.

Shortly after, Tom is given the mission of avenging his father's death and defeating the foreign agents. John Barton (Neil Hamilton), supposedly a respectable citizen, works with "His Excellency" (Rudolph Anders), a mysterious leader of a gang of saboteurs, intent on destroying the Dobe Hills Oil Company oil fields in Texas. Tom teams up with Sally Crane (Pauline Moore), a reporter who witnessed his father's murder, and Mexican officer Lt. Pedro Garcia (Duncan Renaldo). The agents are working across the border in both countries with destroying the saboteurs' hideouts being their goal. One of the targets of the gang of saboteurs is an invention by Professor Nelson (Joseph Forte) who has developed a new type of aviation fuel. Tom protects the professor, riding aboard a train as his bodyguard. foiling the plot to kidnap the inventor. When rumors spread that the new aviation fuel is dangerous, Tom and Sally set out in an aircraft to prove the fuel is safe. When Pedro learns that Tom's aircraft is rigged with a time bomb, he warns him in time for Sally and Tom to parachute to safety. The saboteurs plan to destroy the Whitney Dam would flood the oil fields in Texas, and when Sally finds one of their hideouts, Tom has to rescue her. Barton and his gang finally get their hands on the formula for the special aviation fuel and set out in a dirigible flown by "His Excellency". Their attack on the oil fields is thwarted when Tom and Pedro crash their aircraft into the dirigible, killing the gang. The two lawmen parachute to safety and are later honored by the Texas Rangers for their bravery.
- Hick town sheriff Gene must arrest Jack Beaumont even though he believe Jack innocent of his father's murder. Which, of course, he sets out to prove.
- Gold has been found and Sharp is out to get the land. He has the land owners killed and then has Watson forge new deeds. Cheyenne and Fuzzy arrive in time to save Trent. Then they go after the gang and its leader.
- When three pinto-riding Wells Fargo messengers are killed, Ranger Johnny is sent, incognito, to Booneville to investigate. He is welcomed by Sheriff Ed Lowery, Wells Fargo agent Ben Williams, the latter's daughter Janet and his son Terry, who supplies horses for the Wells Fargo riders. Johnny tangles with Chet Murdock, a killer, in a saloon fight and also J notices that Mae Star, hotel proprietress, and Terry are outwardly sweethearts. Mae is actually using Terry to get information on the gold shipments, which are then hi-jacked by Murdock and his gang. Johnny, wishing to rest his own horse, borrows a pinto from Terry's corral and, while out riding the express trail, is ambushed by henchman Gus but Johnny shoots Gus instead. The dying outlaw tells Johnny he attacked him because he was riding a pinto of the type used by the express riders when they were carrying gold. Mae and Murdock, realizing the game is up, then decide to rob the Wells Fargo office and flee town. While Mae keeps Terry drunk in her saloon, Murdock kills Ben Williams and loots the Wells Fargo safe. Johnny arrives back in town and arrests the drunken Terry for complicity in the gold robberies. Mae slips Terry a gun and and helps him break jail supposedly to aid him to kill Murdock to avenge his father's death. But she leads him into a trap and Murdock cuts Terry down just as Johnny and the sheriff converge on the saloon.
- The Rough Riders arrive to fight Rand, Ludlow and their gang. Buck poses as a preacher, Tim as a preacher, and Sandy as an undertaker. Buck not only wants the outlaws, but also their unknown boss.
- Stanton breaks Billy and his two friends Fuzzy and Jeff out of jail. He wants them free so three of his men can impersonate them for the robberies and murders he has planned.
