A training programme on bio-safety was organised by the infection control committee of Civil Hospital, Karachi in collaboration with the Bio-safety Association of Pakistan at the OT complex auditorium on Wednesday. The 20 master trainers were trained to control hospital-acquired infections, properly use personal protective equipment, ensure hand washing, and manage spills. Ten people in charge of operation theatre, staff nurses of intensive care units and operation theatres, technicians and members of infection control teams attended the course. Dr Ghulam Fatima, a pathologist, trained the participants.
The Civil Hospital Karachi was founded in 1898 in the wake of a third pandemic of Bubonic Plague on the one hand, and the platinum jubilee of Queen Victoria on the other. The pandemic would kill at least an estimated 10 million people in India alone over a period of 20 years. It is important to mention the status of Karachi at that time. Being the port city, Karachi was the business, military and nerve center of Sindh right from the start. Towards the close of the nineteenth century, Karachi emerged as the cleanest city towards this side of the Suez Canal, with an estimated population of 105,000 which continued to grow in view of its strategic importance. Lord Curzon the Viceroy of India visited Civil Hospital Karachi in 1900 and unveiled a commemorative plaque to mark the platinum jubilee of Queen Victoria. The plaque is placed in the same spot, which was initially a nursing school and subsequently transformed into a state-of-the-art Burns Center in what is known till today as the Victoria Block or the Jubilee Block,

The Civil Hospital Karachi continued to function efficiently until independence as the principal hospital of Karachi and received tremendous impetus after 1945 when the then Governor of Sindh Sir Hugh Dow transferred the medical school provisionally recognized by the Bombay University from Hyderabad to Karachi and laid the foundation of the Dow Medical College in its present location on 10 December 1945, with the Civil Hospital Karachi attached to it as a teaching hospital. The creation of a new state of Pakistan brought with it the need for a massive relief and rehabilitation efforts for hundreds of thousands of refugees pouring in from India and addressing all their basic needs including health needs through a largely inadequate and unprepared system. A visitor’s book maintained during the late fifties and early sixties indicates that the Civil Hospital Karachi was frequented by several dignitaries such as government ministers, ambassadors and eminent personalities visiting Pakistan. A 1961 entry by Lady Bird Johnson then spouse of the Vice President of the USA is particularly revealing: It reads: “This has been a visit both heart-breaking and rewarding. My hat is off to you women doctors!” [2] This indicates that health care professionals have been up against tremendous odds over the last few decades.
ORGANIZATION AND MANAGEMENT
After the creation of Pakistan in 1947, Karachi became the capital of the new state, both the medical college and its teaching hospital came under the jurisdiction of the provincial government of Sindh (or West Pakistan from 1955–1970). Initially after independence, Col Aziz K M Khan, Principal of Dow Medical College was made administrator of the Civil Hospital Karachi. However in 1949, the post was bifurcated in view of its growing workload, and Dr Ali Ahmed S Kazi was named as the first Medical Superintendent of the hospital. He established a system of good governance in the hospital and was assisted by a team of senior academicians and hospital administrators prior to his posting as Director Health Services Sindh a few years later. Over the years a few other administrators such as Prof Mahmud Ali Shah and Prof S H Rahimtoola were assigned both the positions of Principal Dow Medical College and Medical Superintendent Civil Hospital Karachi in an effort to better coordinate the functions on the campus. However after the up-gradation of the Dow Medical College into the Dow University of Health Sciences a few years ago, there is a clear cut demarcation between the hospital’s academic and administrative responsibilities. Prof M Saeed Quraishy is the current Medical Superintendent of Civil Hospital Karachi.
SERVICES
Initially established in 1898 with 250 beds to provide basic health facilities, the hospital has expanded considerably and has been totally transformed over the years. Its 1900 beds are located in 34 departments, with over a dozen major operation theaters and a huge out patient’s attendance. Greater stress is being laid on public-private partnerships and preventive work notably in the Paediatrics department to avert unnecessary infant and child deaths due to pneumonia, malnutrition, diarrhea or vaccine-preventable illnesses. Measures are also in place to prevent and control major communicable diseases such as Tuberculosis, Malaria, viral Hepatitis B & C and HIV/AIDS, in addition to non-communicable diseases such as cardiovascular diseases, diabetes and cancers having a huge burden in Pakistan. Today as Karachi is a sprawling mega-city with a population estimated at 18 million divided into 18 major towns, the Civil Hospital Karachi lives on to tell two tales in the same city. The services of this tertiary care institution have kept in line with the latest technological advances as far as that is compatible with the situation in a low-income developing country. Sophisticated laboratory and radiographical procedures, investigations and examinations are performed totally free to benefit the poor patients attending the hospital. An average of two million out-patients report to the Hospital annually; 95% of which are non-affording patients entailing a huge cost on medicines, laboratory facilities and other logistics.

I've resided in the United Arab Emirates since my birth. I've seen it develop from a deserted town to a concrete jungle full of skyscrapers. I've also studied here; I completed my schooling as well as my undergraduate studies in Sharjah itself.
I've been acquainted with Preston University since its inception in the United Arab Emirates. Its initial avatar here was an institute known as the Academy of Technologies that had been set up in a building that had previously housed the Center of American Education in Deira. I visited it after completing my O-Levels & was impressed by its initial offering of programs (I was interested in the BSIT program) and requested my mother to enrol me; My mom refused outright......She said I had to do my A-Levels first.
In the meanwhile, the Academy of Technologies underwent some upheavals; It was shifted to Ajman and it's name was "officially" changed to Preston University, Ajman. It gained prominence surprisingly from the launch of its Bachelors in Islamic Studies Program (BAIS) which was then headed by Dr. Abu Ameenah Bilal Philips. Other prominent scholars such as Riad Ansari, Abdul Qayyum Bastawi and Abdul Majeed Alee Hasan Bapu were also part of its faculty for a while. The department declined after all of these scholars left for various reasons. The head of the department is now Dr. Waseem Ahmed who is regarded by his students as an authority on Tafsir.

Preston University is dedicated to delivery of the highest quality educational experience to each of its enrolled students around the world. However, Preston is not accredited by a United States Department of Education recognized accrediting body. The following statements reflect Preston's present legal and academic status.
1. State governments have full authority to control academic institutions and to authorize schools to issue academic degrees and certificates. This control is implemented through the state licensing process. The United States federal government does not authorize nor control degree-granting schools in any way. Preston University is legally licensed by the State of Alabama and is officially authorized to award all levels of post-secondary academic degrees. Those degrees may be recognized at the discretion of employers, governments or other academic institutions, as they deem appropriate.
Well the basic recognition for U.S. Undergraduate degrees is regional accreditation. Apparently. Preston do not have this.
2. In the United States, post-secondary academic institutions have established private associations with the intention to create organizational and procedural standards to ensure consistent delivery of academic programs. These private associations of member schools administer the "accreditation" process in the U.S. Accreditation is a fully voluntary, non-governmental process. All accredited institutions conform to the standards of the accrediting body, thus simplifying the evaluation and acceptance of credits among member schools. The U.S. Department of Education certifies selected accrediting associations to identify the member schools as acceptable for award of federal financial assistance. The federal government itself does not accredit schools, nor does it evaluate the quality of schools.
Accreditation is important since it insures quality and adherence to academic standards. It is also important for the acceptance and transfer of college credit and is also a prerequisite for many graduate programs.
3. Because Preston University is not accredited by a post-secondary school association, many U.S. schools may not immediately accept Preston credits or degrees for transfer into their programs. Aside from academic institutions, most U.S. businesses and many state and local governments will accept the academic credentials of Preston students and graduates.

4. The Preston University degree is valid and official. The State of Alabama authorizes Preston to issue the degrees, and the state evaluators conduct periodic inspections of the university to ensure Preston adheres to all applicable state laws.
It depends on what they mean by valid and official……..And let’s see what they mean by the authorization of the State of Alabama.
Initially, Preston University claimed to be based in Wyoming. When state laws became tougher, they moved operations to Alabama, where laws are laxer. Their initial accreditation statement stated: “Preston University has an affiliation with Preston University, USA, which is approved and licensed by the Wyoming State Department of Education, USA, and is accredited by the World Association of Universities and Colleges, Nevada, USA.” The WAUC is not recognized by the US Department of Education and is quite well known for accrediting “diploma mills.” Check out the following articles:

In response to a crackdown on diploma mills in Wyoming, an entity known as “Preston University” is moving part of its operations to Alabama, where laws are laxer. According to the Associated Press, the institution will continue to operate an online business program in Wyoming under the name “Fairmount International University.” It has campuses in Pakistan and Dubai as well. In 2001 Preston was caught pretending that it employed professors that it, in fact, did not. Wyoming, once a haven for dubious institutions, has since gotten tougher, causing a number of diploma mills and similar operations to flee or otherwise to shift gears.

Anum Fatima, a resident of Ibrahim Goth slum located near Karachi's Steel Town, is making history; she is going to Harvard Business School this summer as part of a student exchange program.
Anum's father is employed as a driver and her mother works as a maid. The slum school she attended is run by The Citizen's Foundation (TCF), a private foundation. From 5 schools in Karachi in 1995, TCF has expanded to 910 purpose-built schools with 126,000 students in 97 towns and cities across Pakistan.
After graduating from the TCF school located near her slum, Fatima has completed her BBA in Human Resource. She is currently attending College of Business Management (CBM) of the Institute of Business Management (IoBM), a private Business School in Karachi.
Anum is breaking many stereotypes about Pakistani women, particularly poor women, by studying business management at top business schools in Pakistan and the United States. She told a news reporter that when she broke the news to her father, he did not know what Harvard was. “When he went to work that day, he asked his boss, who told him what a tremendous achievement it was,” she said.
Although it's the first time that a TCF grad is going to Harvard, the Foundation schools have had many success stories of its graduates from poor families who have gone on to attend professional schools to become doctors, engineers, lawyers, teachers and business executives.
In spite of its many failings in adequately funding human development, Pakistan has continued to offer much greater upward economic and social mobility to its citizens than neighboring India over the last two decades. Since 1990, Pakistan's middle class had expanded by 36.5% and India's by only 12.8%, according to an ADB report titled "Asia's Emerging Middle Class: Past, Present And Future.
New York Times' Sabrina Tavernise described the rise of Pakistan's middle class in a story from Pakistani town of Muzaffargarh in the following words:
For years, feudal lords reigned supreme, serving as the police, the judge and the political leader. Plantations had jails, and political seats were practically owned by families.
Instead of midwifing democracy, these aristocrats obstructed it, ignoring the needs of rural Pakistanis, half of whom are still landless and desperately poor more than 60 years after Pakistan became a state.
But changes began to erode the aristocrats’ power. Cities sprouted, with jobs in construction and industry. Large-scale farms eclipsed old-fashioned plantations. Vast hereditary lands splintered among generations of sons, and many aristocratic families left the country for cities, living beyond their means off sales of their remaining lands. Mobile labor has also reduced dependence on aristocratic families.
In Punjab, the country’s most populous province, and its most economically advanced, the number of national lawmakers from feudal families shrank to 25 percent in 2008 from 42 percent in 1970, according to a count conducted by Mubashir Hassan, a former finance minister, and The New York Times.
“Feudals are a dying breed,” said S. Akbar Zaidi, a Karachi-based fellow with the Carnegie Foundation. “They have no power outside the walls of their castles.”

As of 2010, there are 380 (vs 327 Indians) out of every 1000 Pakistanis age 15 and above who have never had any formal schooling. Of the remaining 620 (vs 673 Indians) who enrolled in school, 22 (vs 20 Indians) dropped out before finishing primary school, and the remaining 598 (vs 653 Indians) completed it. There are 401 (vs 465 Indians) out of every 1000 Pakistanis who made it to secondary school. 290 (vs 69 Indians) completed secondary school while 111 (vs. 394 Indians) dropped out. Only 55 (vs 58 Indians) made it to college out of which 39 (vs 31 Indians) graduated with a degree.
Education and development efforts are beginning to bear fruit even in remote areas of Pakistan, including Federally Administered Tribal Areas. The Guardian newspaper recently reported that FATA's Bajaur agency alone has 616 school with over 60,000 boys and girls receiving take-home rations. Two new university campuses have been approved for FATA region and thousands of kilometers of new roads are being constructed. After a recent visit to FATA, Indian journalist Hindol Sengupta wrote in The Hindu newspaper that "even Bajaur has a higher road density than India"
Prior to significant boost in public spending on education during Musharraf years, the number of private schools in Pakistan grew 10 fold from about 3000 in 1983 to over 30,000 in 2000. Primary school enrollment in 1983 has increased 937%, far greater than the 57% population increase in the last two decades.
With current public education funding at just 2% of GDP, the Pakistani government is clearly abdicating its responsibility of educating poor children.
